Saturday, August 23, 2008

GhostCorruption presents itself in different shapes and forms, and depending on a country’s state of development, it can get quite uncomplicated to detect. Sierra Leone, one of the poorest countries on the planet would need more than honesty to detect the ever growing number of ghost teachers that get resurrected in to its payroll.

Sierra Leone’s Ministry of Education believes there are more than the official 33,000 teachers receiving salaries. The discrepancy it notes is as a result of collusion between the Accountant General’s department and some officials of the Ministry of Education. The dubious deal transcends salaries, as it includes all forms of in-kind assistance given to the education sector.
